Former Michigan 911 Director Chris Izworski Presents at APCO International on AI Automation of Non-Emergency Calls

Bay City, MI — Chris Izworski, Solutions Consultant at Prepared911 and former Executive Director of Saginaw County 911, presented at APCO International on lessons learned from the first emergency communications centers to automate non-emergency 911 calls using artificial intelligence.

Izworski’s presentation, “Lessons Learned from the First ECCs to Automate Non-Emergency Calls,” drew on operational results from Saginaw County Central Dispatch and MACC 911 — among the first Public Safety Answering Points (PSAPs) in the nation to deploy AI for non-emergency call handling.

Key findings from the deployment included measurable reductions in dispatcher workload on low-priority calls, improved response times for genuine emergencies, and higher-than-expected public acceptance of AI-handled interactions.

“The technology works, but implementation requires careful change management and clear communication with dispatchers and the public,” Izworski said.

Izworski previously authored the cover story for NENA’s The Call magazine (Issue 51) titled “The Unstoppable Wave of Artificial Intelligence,” documenting the national momentum behind AI adoption in emergency services.

He currently consults with PSAPs across the country on technology implementation through Prepared911, a Colorado-based emergency services technology company.
