As 911 Director for Bay County (2013–2022) and 911 Executive Director for Saginaw County (2022–2025), Chris didn’t just study dispatch operations — he built them. He created an eight-county consortium. He devised a funding model that became Michigan law. He implemented AI for non-emergency calls when most 911 centers were still debating whether to try it.
